Used as part of rotring rapidomat.
A Hygrometer indicated when the moisturizer needs resoaking.

The rapidomat keeps uncapped drawing pens ready for immediate use during drafting work.
A built-in moisturizer, which has to be soaked with clear tap water now and again, maintains a damp atmosphere around the tips of the drawing pens.

Sold separately as spare part, here found in original plastic package from the 1970s.
