Unknown rotring Ruler

This is rare rotring item that is still puzzling to me.
It has integrated 5cm ruler that slides trough with strange end.
The burgundy part is made from two parts closed together and inside is connected with a metal spring.

No clue of its use yet.

The old logo indicates early 1980s or even late 1970s.
